If you can't find one, try a 'tote' or purse cutter sideways. I've used a combination lock cutter sideways also.
Good luck, I"m still looking for a regular size one that isn't copper!
last year I made small beer mugs ( platter size) from a gift tag ( using the scalloped end as the beer foam) and then added a circle for the handle
